Hungry Point Reserve ‐ Conservation Management Plan (CMP)

The Esplanade is one of the Shire’s greatest assets and with your support and government funding it is destined to be even better. The Hungry Point Land Manager for Hungry Point (The Old Fisheries) is proposing to extend the walkway around the whole peninsula, unlocking spectacular and seldom seen views of Port Hacking.

Signage along the way will reveal both the European maritime history and the ancient Indigenous occupancy of the Port. The proposal will be a boost for Shire residents and visitors seeking fitness and recreation opportunities, as well as providing more opportunities for our established hospitality and tourism businesses.

A community vision to create a walkway to link Salmon Haul Reserve to Darook Park through the southern cliffs of Hungry Point Reserve was embraced as a priority of the Hungry Point Reserve Land Manager (Trust).

The reserve is listed on the State Heritage register and includes a number of significant trees, structures and features. The vegetation of the reserve contributes to the natural vegetated character of the point and provides an appropriate setting to the historic site.

Design Process

Since 2018 the Trust, with assistance from Council staff and consultants TaylorBrammer, has undertaken necessary studies, plans and designs to progress the project. Consultation with
Heritage NSW was undertaken over many months to ensure the proposal wouldn’t impact on the heritage and environmental values of the reserve.

The project includes interpretive signage which will recognize and explain many aspects of Aboriginal and European history and heritage of the reserve and surrounding areas.

Approval Process

There has been varying advice from government departments on the decision pathway. What follows is the Trust’s understanding of how the project will proceed to determination.

An Application under Sec.60 of the Heritage Act has been lodged with Heritage NSW. The application will be advertised by Heritage NSW for three weeks from 20th October 2022, prior to its determination.

At the same time an application will be made for an Aboriginal Heritage Impact Permit (AHIP) to
obtain permission and conditions which will have to be complied with during construction.

The decisions on the Section 60 application and the AHIP plus the reports and studies undertaken will inform the Review of Environmental Factors (REF)/ Environmental Impact Assessment (EIS). This will be advertised for community comment.

Funding

In March 2019 the NSW Government announced it will fund the walkway describing it as a very
exciting opportunity to unlock an amazing walkway overlooking the Port Hacking”

“The new walkway will fix a missing link between the Cronulla Esplanade and Gunnamatta Bay,
creating a complete waterside walking loop around the South Cronulla peninsula when the tide is low enough,”.

“Funding this project is consistent with the NSW Government’s commitment to securing more green space for Greater Sydney, and contributes to the Green Grid mapped by the Greater Sydney Commission”.

The latest estimate puts the cost of the project at $6.9m. The NSW Government has so far
contributed $2.15m towards the project.

Construction

Assuming necessary approvals are obtained and funding is forthcoming construction could commence in 2023.

Detailed design is now underway so that tenders for construction can be invited early in 2023.
